About this opportunity
The U.S. Army Corps of Engineers, New England District, is seeking construction services to install a composite cap over approximately 13 acres at the Callahan Mine Superfund Site in Brooksville, Maine. The primary objective is to limit infiltration through mine waste remaining from historical copper mining operations by installing a multi-layered composite cap system consisting of 12 inches of crushed stone, a geocomposite drainage layer, a 60-mil textured geomembrane with seam welds, and geofabric. Secondary work activities may include installation of drainage features such as swales and culverts, grading, seeding and stabilization of disturbed areas, rock crushing, stockpile management, and wetland improvements. The solicitation documents and contract details, including submission instructions and response deadlines, will be available on or about mid-January 2026 through the System for Award Management website (www.sam.gov) and the Procurement Integrated Enterprise Environment (https://piee.eb.mil/). No information regarding specific evaluation criteria or question submission deadlines has been provided in this pre-solicitation notice; however, interested parties should monitor SAM.gov and PIEE for the formal Invitation for Bids release.
This procurement is designated as a 100% Small Business Set-Aside, restricting competition to small business entities as defined under NAICS code 562910 (Remediation Services). The estimated contract value ranges between $5 million and $10 million, making this a substantial opportunity for eligible small business contractors. Work performance is scheduled to occur during peak months from spring through fall, allowing contractors to plan their resource allocation and staffing accordingly. No incumbent contractor information has been disclosed in this pre-solicitation notice. Interested small businesses should ensure they are registered in SAM.gov and monitor the PIEE website for amendments and updates to the formal solicitation documents when they are released in mid-January 2026.
