About this opportunity
The National Park Service intends to solicit construction of a new North Unit Visitor Center at Badlands National Park in Interior, South Dakota, with a sources-sought response deadline of August 5, 2026 at 10:00 a.m. Mountain Time; a formal solicitation is likely to issue in late August 2026. No set-aside applies to this procurement.
Work includes ground-up construction of a one-story, approximately 17,176 gross square-foot visitor center with utilities and site improvements, located approximately 200 yards southwest of the existing center at 25216 SD-240. The facility will accommodate 415 occupants and house administrative offices, retail space, visitor information services, and paleontological displays. Construction spans 640 calendar days from Notice to Proceed and is subject to Davis-Bacon wage determination.
The facility design specifies Type IIB sprinklered construction with maximum height of 29 feet, encompassing architectural, structural, mechanical, plumbing, electrical, and civil site work. Contractor obligations include submitting Accident Prevention, Quality Control, Waste Management, and Temporary Storm Water Pollution Prevention plans, along with a comprehensive Construction Schedule identifying long-lead items. Weekly safety meetings, daily progress documentation, archaeological and historical resource protection, and coordination with park operations to minimize disruption to approximately one million annual visitors are required. A preconstruction conference is mandatory before work begins.
The estimated project magnitude is $10 million to $20 million. NAICS code 236220 applies, with a small-business size standard of $45 million. Sources should submit email responses citing firm name, CAGE or UEI, business size, and willingness to participate under FAR 14 sealed-bidding procedures to Mr. Cole Johnson, the contracting officer, at Cole_Johnson@NPS.Gov. The government has not yet determined whether to post a formal solicitation to SAM.gov; responses will inform the Market Research Report and Acquisition Plan.
