About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa awarded contract FA542225C0014 to Hybrid Power International LLC for the construction of a munitions holding pad at Chabelly airfield. The contract, valued at $125,000, was awarded on January 12, 2026, under a single-source justification due to urgent and compelling life safety requirements at the airfield. Hybrid Power International was selected as the sole contractor because the company had already completed 61% of the project work, and continuing with this contractor would cost only $56,000 to complete the remaining effort while avoiding duplicative costs and unacceptable project delays. The award was made under simplified acquisition procedures citing the critical nature of the project and the cost and time efficiency of completing the work with the incumbent contractor rather than re-competing the contract.
Notice text
Under FAR 13.106-1(b)(1) only a single source is reasonably available for the completion of this contract effort. The urgent and compelling need of the project to preserve the life and safety of personnel on Chabelly airfield nessecitated that this contract proceed while under protest and with resolution of the protest Hybrid Power International has already completed 61% of the contract effort and would only cost the government $56k to continue and complete the effort. This is the most time and cost efficent action for the government and under simplified acquisition procedures FAR 6.302-1(iii)(a) and FAR 6.302-1(iii)(b) the government is supported designating only one responsible source both to avoid duplication of costs that would not be recovered through competition, and against unacceptable delays in fulfilling the agency's requirements. The contract is then re-awarded under these circumstances to Hybrid Power International.
Awarded contract FA542225C0014 to HYBRID POWER INTERNATIONAL LLC for 125000.00 on 2026-01-12.
