Capability statements must be submitted by February 20, 2026 at 4:00 PM ET to Benjamin Niznik at Benjamin.Niznik@va.gov, with responses limited to nine pages and including completion of a Project Labor Agreement questionnaire.

This opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC) under NAICS code 236220 and PSC Y1DA. The estimated contract value falls between $20,000,000 and $50,000,000 on a firm-fixed-price basis using a design-bid-build approach. The project timeline requires completion within 730 calendar days from the Notice to Proceed, with all construction work restricted to 5:00 p.m. to 5:00 a.m. Monday through Friday to minimize disruption to hospital operations.
