CONSOLIDATED SUPPORT FUNCTIONS (CSF) SOURCES SOUGHT. The purpose of this sources sought is to gain knowledge of potential Small Business Concerns. The USPFO for Iowa, P&C Office, anticipates the solicitation and award of a Design-Build contract to construct a new "Consolidated Support Facility" (CSF) at Sioux City, Iowa. Scope of the project includes the construction of a one-story facility consisting of administrative offices, medical clinic spaces, dining room, training, classroom, kitchen, toilet and shower, storage, locker, and support spaces to be constructed on approximately 5.3 acres at the 185th Air Refueling Wing, Iowa Air National Guard Base, located at Sioux Gateway Airport/Col Bud Day Field, Iowa. The approximate size of the building is 37,060 SF. Site work will include, but is not limited to, site preparation and improvement, utilities, roadways, parking, sidewalks, storm drainage, security lighting and landscaping. The magnitude of this project is between $10,000,000 and $25,000,000. The Government will use a two-phase source selection process to determine the successful contractor.
All interested Small Business concerns need to provide to this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 10 Nov 2016 at 11:00 a.m. (CST). This notification, which shall not exceed five typewritten pages, must include:
(1) Positive statement of intent to bid as a prime contractor;
(2) A completed and signed Sources Sought Information Request Form;
(3) A listing of design-build projects completed as a general contractor, using performance based criteria, during the past three (3) years, both for government and private industry. Include the type of project, dollar value, contract number, brief description of the constructor/designer relationship, location, and Points of Contact (POCs). Indicate if you were the prime or subcontractor, and if you were the subcontractor, provide the name and POC for the prime.
(4) A brief outline of resources, subcontractors and key personnel that would be used to accomplish the contract.
In the event an adequate number of Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
