The U.S. Geological Survey Leetown Science Center (LSC) has a need to renovate and retrofit an existing wet laboratory to develop and install standard operating procedure items for a Biosafety Level 3 Aquaculture Equivalent Laboratory (BSL-3 Aquaculture Lab). The lab is located in Kearneysville, West Virginia.
A partial list of requirements includes: 1) Develop and install three anterooms, the first providing access into the Primary Hygiene area and two additional anterooms, one leading into the high containment laboratory and the other leading into the waste water treatment room associated with the high containment laboratory. These anterooms will aid in the creation of rooms with increasingly negative pressure moving from outside the BSL-3 Lab into the high containment laboratory; 2) Move the air supply from the 15 ton AHU to the 25 ton AHU to feed the three anterooms and the water treatment room3. Install some new duct work above the anterooms to be constructed as part of this SOW; 4) Develop and install a HEPA filter system to existing exhaust system (at least 9 exhausts); 5) Develop a bioseal for the set of double doors that lead directly into the high containment laboratory from an adjacent wet lab that can be broken and resealed after bringing in additional large tanks for fish and other aquatic species research. 6). Tie in two existing Aaon units into the existing building controls.
All interested firms may submit a response by April 7, 2015 demonstrating their capabilities and experience to perform the requested service to the primary contact below. Interested firms should have prior experience in design and construction of high containment, Biosafety Level 3 and/or Biosafety Level 4 Laboratories. Design and construction of hospital laboratories is insufficient.
Firms responding should indicate their socioeconomic status (e.g. small business, service disabled veteran, woman/women owned, HUBZone, etc.). The Government's evaluation of the capabilities of respondents will factor into whether the forthcoming solicitation will be conducted using full and open competition or as a set-aside for small businesses or small business designation. This requirement is expected to result in the award of a firm-fixed price contract.
The estimated magnitude of construction is between $500,000 and $1,000,000.
