AMENDMENT NO. 1, JANUARY 31, 2011

CLARIFICATIONS AND QUESTIONS/ANSWERS:


Please be aware of solicitation No. RFQ-11-Q-0005 - Transport and Install Manufactured Homes.


CRITICAL INFORMATION REGARDING THIS SOLICITATION: all offerors should read the solicitation, including all attachments, posted in Fed Biz Opps. The requirements for the services and for submitting responses are detailed in the posting. Failure to submit your response in the required format will result in a non-responsive determination of your offer and, therefore, non-consideration of your offer.


1.Offerors shall submit an original and one (1) copy of their response documents.
2.A new attachment has been added to the solicitation. Attachment B.5 lists the location of the existing temporary housing units that could be replaced. It also indicates whether the existing units have steps, ramps and ADA special needs.


Questions/Answers:


1.Would you provide more specifics as to the steps, ramps, and platform steps to be installed and attached, as in height to doorway, number of steps, rail or no rail and so forth or provide drawings?
ANSWER: See Attachment B1.1: Steps and Ramp Requirements.


2.Will the contractor be required to construct steps and/or ramps for the units?
ANSWER: Yes, as indicated by the title of the solicitation "Construct and install steps and ramps for Manufactured Homes."


3.If so how many will need handicap ramps?
ANSWER: Estimated quantity is given in the solicitation. See Attachment B.5 for additional information.


4.Will the ramp need to be constructed per UFAS guideline?
ANSWER: Yes. See Attachment B.1-2 Install UFAS Compliant Ramp.


5.Is there a standard sized height and length structure to build?
ANSWER: No. All requirements are covered in Attachment B1.1 of the solicitation.


6.Do the stair posts have to be concreted in, or is it permissible to use alternate anchoring techniques? For example, the requirement is for 2 day job completion from order issuance to site acceptance, and concrete set site can exceed 24 hours, given environmental conditions?
ANSWER: No. See Attachment B.1-1 of the solicitation.


7.Can prefabricated steps be used?
ANSWER: No. See Attachment B.1-1 of the solicitation.


8.Will biweekly invoices be accepted?
ANSWER: No. Monthly billing only.


9.The current ramps in Mississippi have plywood decking. Is it FEMA's intention that the new ramps be constructed with plywood or 5/4 boards.
ANSWER: No. The intention of the solicitation is to let the contractor decide on the materials to be used, as long as they meet all federal, state and local requirements.


10.There was no mention of nonskid paint on the steps or ramps, will this be required?
ANSWER: See Attachment B.1-1 steps (section 1) and ramp (section 2) and regular steps (section 3) requirements.


11.Are there any Standard Drawings or Minimal Standards that these Ramps or Steps are to be constructed?
ANSWER: See Attachment B.1-1(1) Platform Steps, B.1-1(2) UFAS Ramps, and B.1-1 (3) Steps.


12.What materials are to be used in the Ramps or Steps? Wood, Concrete, Etc...
ANSWER: See Attachment B.1-1(1) Platform Steps, B.1-1(2) UFAS Ramps, and B.1-1 (3) Steps.


13.Are the Ramps or Steps to be covered or have a roof over them?
ANSWER: See Attachment B.1-1(1) Platform Steps, B.1-1(2) UFAS Ramps, and B.1-1 (3) Steps.


14.Are there to be any Sidewalks or Guardrails up to or at the Ramps or Steps?
ANSWER: No, See attachment B.1-1 (1),(2),(3) for the requirements.

Added: Jan 14, 2011 12:58 pm DHS/FEMA is seeking quotes from qualified vendors to construct and install steps and ramps for manufactured homes at site locations in south and south central Mississippi.

The quantity is not guaranteed and there is no guaranteed dollar amount.


This is a combined synopsis/solicitation for commercial items prepared in accordance with the Part 13, Simplified Acquisition Procedures, with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


Solicitation No. HSFEMS-11-Q-0006 is issued as a Request for Quotation.


Award under this solicitation will be subject to the Davis Bacon Act and Wage Determination MS 1000081 dated 03/12/2010.


This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-4.


This acquisition is a 100% small business set aside for Mississippi vendors, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of November 1988 (PL 93-288, as amended). Offers from non-qualified vendors will not be accepted. See Attachment B.4 for Local Firm Qualifications.


The NAICS Code is 238190, and the size standard is $14M.


See Attachment A.1 for a list of the contract line items. Offerors shall submit their cost/price quote using this attachment.


A description of the requirements for this acquisition are contained in Attachment B.1, Statement of Objectives and B.1-1, Requirements. See also Attachment B.2 Evaluation of Quotes; B.3 PWS Development; and B.4, FAR 26.6, Qualifications - Local Firms.


The period of performance for this requirement will be from the date of award to August 31, 2011, with an extension of services not to exceed 90 days may be exercised to complete the project.


The provisions and clauses are contained in Attachment A.3. Pursuant to 52.204-8, offerors are to include a completed copy of provision contained in A.3, Annual Representation and Certifications.
