About this opportunity
This Special Notice was published by the National Aeronautics and Space Administration Johnson Space Center to announce a potential sole source contract opportunity. NASA/JSC intends to issue a sole source contract to Summit Products Corporation to design Constant Current Firing Units to replace obsolete existing firing units. These CCFUs are integral to properly qualifying NASA Standard Initiators and providing the necessary conditions to fire devices safely.
The notice provides that NASA/JSC has a requirement to design CCFUs and seeks to award a sole source contract to Summit Products Corporation due to the necessity of similar parts and software to limit operator error and maintenance complications. Interested parties may submit capabilities and qualifications by May 31, 2022 to be considered for competitive procurement, though sole source award to Summit remains in NASA's discretion. Only woman-owned small businesses are eligible. If awarded sole source, the contract would be to acquire commercial items under FAR Part 12 for Summit to manufacture CCFUs with reduced risk to hardware and personnel.
Notice text
NASA/Johnson Space Center (JSC) has a requirement for designing the Constant Current Firing Unit (CCFU) to replace obsolete existing firing units.
NASA/Johnson Space Center (JSC) intends to issue a sole source contract to acquire the items from Summit Products Corporation. CCFU is integral to the proper qualification of NASA Standard Initiators (NSIs) and provides the necessary conditions to fire the device. To reduce risk to hardware and personnel, it is necessary to manufacture these units with similar parts and software to limit any operator error and reduce maintenance complications. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Bermuda Brittingham at bermuda.a.brittingham@nasa.gov and Yushu Mao at yushu.mao@nasa.gov no later than 4:00 p.m. CDT on May 31, 2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html
