About this opportunity

Summary of Consolidation/Substantially Bundle - Electronic Warfare Depot Seaport Task Order

The Naval Surface Warfare Center, Crane Division (NSWC Crane), under the Department of the Navy Naval Sea Systems Command, has issued a notice of consolidation and bundling of contract requirements under the SeaPort-NxG Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract. This posting is issued in accordance with FAR 7.107-3(b) and serves as notification to the public for informational and planning purposes only.

The consolidation combines two existing task orders totaling approximately $155.37 million in value. Task Order N0017804D4119-N0016419F3010, currently held by Science Applications International Corporation (SAIC) and valued at $116.4 million, and Task Order N0017819D8321-N0016423F3008, held by Precise Systems and valued at $38.97 million, are being merged into a single requirement. The combined contract, identified as N0016416R3110, will be awarded on February 19, 2026, with anticipated full competition anticipated for July 2026.

The consolidated requirement encompasses Engineering, Technical, Logistics, and Programmatic support services for the Airborne Electronic Attack Systems Division (AEASD) to support Electronic Warfare (EW) depot tasking. Services include system engineering, in-service engineering, interoperability testing and evaluation, prototyping, design documentation, reliability and maintainability analysis, quality assurance, logistics support, and configuration management for airborne electronic warfare systems.

The justification for consolidation is based on mission alignment, quality improvements, schedule consistency, and efficiency-induced cost savings. Market research identified only two large businesses capable of meeting the consolidated requirements. A minimum 20% small business participation threshold has been established at the subcontract level, with performance monitoring incorporated into the task order, Quality Assurance Surveillance Plan, and Contractor Performance Assessment Reporting System evaluations.
