About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground issued a notice of intent to consolidate contractor logistics support requirements for the Defense Chemical Biological Radiological Nuclear Response Force and Command & Control Chemical Biological Radiological Nuclear Response Element missions under the Joint Enterprise Contracted Logistics and Services Support II multiagency IDIQ contract, with formal solicitation to follow no earlier than May 27, 2026. The consolidation will be structured as a small business set-aside within JE-CLaSS II Domain 1 under NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance), with a $34 million size standard. The Army Senior Contracting Official determined the consolidation is justified under FAR 7.107, projecting quantitative benefits of $2,575,000 (10.30% of estimated contract value) through procurement economies of scale ($825,000), warehouse facility consolidation ($1,000,000), and administrative overhead reduction ($300,000 to $450,000). The estimated total contract value is $25 million over five years, structured as firm-fixed-price with cost-reimbursable elements for travel and parts. Core logistics support services encompass program management, logistics information system operation, warehousing, inventory management, procurement, scheduled and unscheduled maintenance, and equipment refresh and recertification for commercial off-the-shelf equipment sets. Market research identified eight potential vendors capable of performing the work, with the SBA Procurement Center Representative coordinated. The redacted consolidation determination document is attached.
