About this opportunity

The U.S. Coast Guard's Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) has issued a consolidation notice regarding the Variable Infrastructure Award (VIA) contracting initiative. The Department of Homeland Security agency intends to award multiple Basic Ordering Agreements for IT infrastructure sustainment and modernization services. The notice specifically addresses VIA-Sustain, which will consolidate two existing contracts - one covering the majority of IT infrastructure services and another focused on end user hardware. The consolidation encompasses comprehensive IT services including program management, service desk operations, end user hardware management, enterprise services, systems operations, network management, IT security, and asset management. This strategic consolidation aims to streamline operations and improve service delivery for the Coast Guard's critical IT infrastructure needs.

The primary purpose of this consolidation is to achieve unified planning, coordination, and execution of IT infrastructure requirements, resulting in improved end user experiences, reduced administrative overhead, and enhanced IT infrastructure stability and security. The notice establishes a September 9, 2025 due date, though it explicitly states that no action is requested from interested companies at this time as it serves only as a consolidation notice. While the contract consolidation may impact small business opportunities as prime contractors, the Coast Guard emphasizes that extensive subcontracting opportunities will be available given the large scale of VIA-Sustain requirements. The agency has determined that the critical nature of these IT infrastructure services and the benefits of consolidating integrally related services outweigh potential negative impacts to small businesses. The initiative falls under NAICS code 541512 for Computer Systems Design Services and represents a significant opportunity in the federal IT services marketplace.

The U.S. Coast Guard, Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) Contracting Division (CG-C5I-C1) of the Department of Homeland Security intends to award many multiple-award Basic Ordering Agreements (BOAs), known as VIA, for the sustainment and modernization of the U.S. Coast Guard’s(USCG) IT infrastructure. With VIA, the first call (VIA-Sustain) will also be awarded specifically for IT infrastructure sustainment services. The scope of VIA-Sustain encompasses all services required to stabilize, secure, operate, and maintain the USCG’s IT Infrastructure, including but not limited to Program Management, Service Desk, End User hardware and management, Enterprise Services, Systems/Server Operations, Network, IT Security, and Asset Management. To execute this requirement, VIA-Sustain consolidates the two (2) contracts, one of which consists of the majority of the the IT infrastructure services and the other contract consists of end user hardware.

This consolidation represents a strategic decision to streamline operations and improve the delivery of integrally related IT infrastructure services. The analysis of this consolidation indicates significant benefits to the USCG through unified planning, coordination, and execution of the VIA requirements, resulting in improved end user experiences, reduced administrative overhead, and strengthened IT infrastructure stability and security. Additionally, given the scale of VIA-Sustain, extensive opportunities for small business participation exist through subcontracting. Given the criticality of the VIA-Sustain requirement to the success of the USCG, the consolidation benefits and how integrally related the services of VIA-Sustain are outweigh any negative impacts to small businesses.

This is only a Notice of Consolidation. No action is requested by any interested companies.
