About this opportunity
The U.S. Coast Guard issued a consolidation notice on August 24, 2026, announcing its intent to consolidate Salesforce software licenses currently acquired under four separate contracts into a single enterprise task order against the Army CHESS Salesforce Enterprise Contract (EC) Decentralized IDIQ, with a consolidation determination due by August 31, 2026. The consolidation is not set aside for small business.
The Coast Guard will consolidate licenses across five applications—NavitaTM, AuxData, Gangway, MISLE-MEAM, and Vessel Documentation System—currently held by Stealth Solutions, Inc., Acumen Solutions, Inc., and Govsmart, Inc. The total estimated value including all options is $48,372,820.83. Market research confirmed that Salesforce SaaS licenses under NAICS 513210 (Software Publishers) and PSC DA10 (IT and Telecom Business Application/Application Development Software as a Service) are unsuitable for small business prime contracting due to the 50% subcontracting limitation; therefore, small business set-aside is not applicable.
The Coast Guard projects consolidated benefits exceeding $30.3 million (63% of contract value), comprising license cost savings of approximately $32.1 million, procurement cost savings of $297,360, modification savings of $1,054,731.54, and contract administration savings of $1,388,499.51. Consolidation under Army CHESS offers superior tiered pricing compared to GSA MAS without additional Contract Access Fees. Solutions must be pre-approved and certified at Defense Information Systems Agency Impact Levels 2, 4, and 5 for implementation within contractor-hosted DISA IL 2, 4, or 5 clouds. The determination has been concurred and approved by USCG leadership.
