About this opportunity

The Department of the Army Corps of Engineers, Mobile District, issued a Determination and Findings (D&F) for consolidation of federal contracting requirements on August 3, 2026, supporting a sole-source 8(a) Indefinite-Delivery/Indefinite-Quantity Single Award Task Order Contract (SATOC) valued at $35 million over five years for general repairs and construction services. The consolidation covers sustainment, restoration, and modernization of real property facilities and subordinate systems, plus potential new construction, across discrete sites in the Gulf Coast, Tyndall, Jacksonville, and Florida regions. Work will be performed under NAICS code 237990, ranging from simplified to highly complex projects.

Four Tribes Civil Construction LLC, located in Reno, Nevada, is the identified contractor. The Mobile District justified consolidation over stand-alone 8(a) alternatives by demonstrating reduced acquisition cycle time per project, lowered administrative costs, improved quality through contractor continuity and institutional knowledge, streamlined program execution to meet fiscal-year requirements, and reduced post-award security risk through limited contractor access. Market research confirmed the contractor possesses requisite bonding capacity, technical capabilities, and proven past performance within the district's area of responsibility to execute multiple projects simultaneously. The SBA concurred with the procurement strategy and affirmed no adverse impact on small businesses.

The D&F is published for a seven-day public comment period per Revolutionary FAR Overhaul guidelines requiring written determination for consolidations exceeding $2 million. The redacted D&F document is attached. Award is scheduled for September 30, 2026.
