About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin has published a Special Notice regarding a Consolidation Determination for Brand Name Document Storage Systems Consult Tracking Manager Plus software. This notice fulfills the requirement under FAR 7.107-5(c) to post consolidation determinations on the Contract opportunities site within seven days of approval. The VA is planning to procure a single award Indefinite Delivery/Indefinite Quantity national contract for 60 months to support up to 170 VA Medical Centers and 1,193 Community-based Outpatient Clinics. The software provides real-time consult tracking capabilities with features including instant status updates, prioritization, reporting, and integration with VistA and Computer Patient Record System. Currently, 140 VA hospitals already utilize this Document Storage Systems software solution.
The consolidation strategy aims to achieve significant cost savings of approximately 65% through economies of scale by moving from multiple contracts to a single national award. Market research conducted by the VA, including a Request for Information in May 2025 that received eight responses, identified Document Storage Systems as the only vendor capable of meeting all requirements in the Performance Work Statement. Two authorized small business resellers have been identified: Minburn Technology Group, which holds Service-Disabled Veteran-Owned Small Business certification, and Blue Tech, which holds both HUBZone and Women-Owned Small Business certifications. The single-award approach is justified by the proprietary nature of the software, the need for streamlined administration, and the potential for enhanced communication and rapid issue resolution. The notice was posted on September 10, 2025, with a due date of September 17, 2025, serving as an informational posting rather than a solicitation for proposals.
