About this opportunity

The Defense Logistics Agency Land and Maritime is seeking to procure 353 Connecting Link, Rigid components (NSN: 3040-01-299-8100) through a competitive solicitation. The procurement will be conducted using FAR Part 13.5 policies for commercial items, with the solicitation expected to be published on DIBBS (Defense Internet Bidding and Buying System) on February 20, 2025, and closing on March 10, 2025. Key contract requirements include first article testing, critical safety item certification, and mandatory supply chain traceability documentation. Offerors must have approved JCP certification and be authorized to access export-controlled data managed by DLA. The evaluation criteria will consider a combination of price, delivery performance, and technical compliance, with quotes required to be submitted in English and US dollars via DIBBS, email, or hard copy SF 1449 Request for Quote.

The solicitation has no specific set-aside designation, and two approved sources have been identified: LORD CORPORATION and BELL TEXTRON INC, both with the part number 204-310-101-101. The required delivery timeline is 390 days from contract award, with inspection and acceptance points located at the origin. While specific award value is not disclosed, the procurement involves 353 units of the connecting link. Potential contractors must submit traceable documentation linking their supply chain to the approved sources and can reference the Counterfeit Detection and Avoidance Program (CDAP) website for guidance on acceptable documentation. The solicitation may be subject to the Trade Agreements Act of 1979, and all interested suppliers are permitted to submit offers, with the final award decision based on a holistic assessment of price, delivery capabilities, and past performance.
