About this opportunity

The Department of Treasury's Bureau of the Fiscal Service has published a Special Notice announcing its intent to award a sole source contract to FiscalNote, Inc. for Congressional Quarterly (CQ) subscriptions. The procurement is for up to five employees in the Office of Strategy and Transformation to access comprehensive legislative tracking services including CQ.com insights, budget tracker newsletters, federal legislative services, transcripts, and Roll Call newspaper access. The agency justifies the sole source approach under FAR 6.302-1, citing FiscalNote's proprietary ownership of the required software and data, the government's existing use of the platform for continuity of operations, and the contractor's unique 20-year history providing critical legislative intelligence to Treasury. The anticipated contract includes a 12-month base period with four additional 12-month option periods. However, there appears to be a discrepancy in the notice, as it mentions awarding to both FiscalNote, Inc. and Factiva, Inc. in different sections.

The primary purpose of this Special Notice is to provide other potential contractors an opportunity to demonstrate their capability to meet the government's legislative tracking and analysis requirements before proceeding with the sole source award. Interested parties must submit written responses by 1:00 PM ET on August 21, 2025, to purchasing@fiscal.treasury.gov with specific submission requirements. Contractors must provide company information, business size classification, UEI number, detailed product descriptions, contract vehicle availability, and a capabilities statement not exceeding five pages. The government emphasizes that responses must include sufficient evidence clearly demonstrating the ability to meet all stated requirements and be more advantageous than the proposed sole source solution. Only specific Microsoft Office and Adobe PDF file formats are acceptable for submissions, and the agency retains sole discretion in determining whether to compete the procurement based on received responses.

CQ’s technology platform has provided a crucial pipeline of data and mission criticalinformation to the Department of Treasury and participating agencies and offices for more than 20 years.

CQ has a long history of providing the most timely and accurate information on legislative and regulatory developments across the federal government, and this data pipeline has been critical to driving efficiency within the Bureau of the Fiscal Service as the agency has sought to operate as effectively as possible.

It’s estimated the ROI of our platform is at least 3x-4x in supporting staff members in the following tasks, enabling them to focus on more high-value activities:

• Tracking multiple amendments that go into the budget and appropriations processes to help eliminate waste and direct resources efficiently,

The period of performance for the purchase order/contract is anticipated to be a 12-month base period with four (4) - 12-month options periods.
