About this opportunity

The Mission and Installation Contracting Command at Fort Gordon, Georgia has issued a Special Notice for Confinement Services for military prisoners on a sole-source basis to the County of Lincoln. This non-competitive procurement is being pursued under simplified acquisition procedures and commercial procedures, with the government intending to award a contract without issuing a competitive solicitation. The NAICS code for this requirement is 561210 (Facilities Support Services), and the contract value and scope are detailed in the attached Performance Work Statement. This Special Notice represents the government's determination that the County of Lincoln is the only responsible source capable of providing the required confinement services, based on market research conducted by the contracting command. Interested parties have until Monday, March 16, 2026 to submit written objections with clear and convincing evidence that competition would be advantageous to the government.

The objective of this procurement is to secure confinement services for military offenders awaiting trial and adjudication at the Lincoln County Detention Center in Lincolnton, Georgia, for a two-year base contract period (July 1, 2026 through June 30, 2028) with two optional one-year extensions. The contractor must provide secure custody, meals, personal hygiene supplies, supervision, and administrative processing for up to five military prisoners per month at a rate of $118 per detainee per day for the base year, escalating to $130 and $143 in subsequent option years. Key requirements include segregating pre-trial from post-trial prisoners, maintaining standard operating procedures compliant with Georgia detention standards, submitting monthly invoices by the fifth of each month, and providing annual service contract reporting via SAM.gov. The government will furnish all prisoner transportation, emergency medical care authorization, and maintain liability for damages caused by prisoners, while the contractor bears responsibility for day-to-day confinement operations. Only the County of Lincoln is eligible to participate under this sole-source award, and responses asserting the need for competition must be submitted in writing by the March 16 deadline.
