About this opportunity
The U.S. Army Corps of Engineers Pittsburgh District issued a Special Notice on June 9, 2026 for a Blanket Purchase Agreement to acquire Permit Required Confined Space (PRCS) Rescue Services, with a response deadline of June 16, 2026; the BPA is set aside for total small business.
The Pittsburgh District operates eight multi-purpose flood-damage reduction reservoirs across Pennsylvania and Ohio requiring entry into discharge conduits (tunnels) for rescue and maintenance. Typical entries last no more than two hours and involve up to four Government employees in water-filled tunnels within an eight-hour day; prolonged inspections or maintenance may require multiple two-hour entries in a single day or across several days. Tunnels range from several hundred feet to several thousand feet in length.
Selected BPA holders must provide rescue teams with documented proficiency and equipment specific to both confined space rescue and water rescue. At least one team member must hold current CPR/First Aid certification. Team members must be qualified to manage risks including potentially hazardous atmospheres, drowning, hypothermia, and other confined-space hazards. The Government will request services through Calls under the BPA, each specifying the required number of entries and expected activity duration. The BPA is intended to provide cost-effective rapid-response capability for facility maintenance within the Pittsburgh District jurisdiction.

However, a prolonged inspection or maintenance need may require the need for multiple two hour entries in one day or may involve multiple entries over several days. Tunnels can range from a few hundred feet in length to several thousand feet in length. The intent of the Blanket Purchase Agreement is to provide the Government with a cost-effective rapid-response method to maintain the facilities within the U.S. Army Corps of Engineers (USACE) Pittsburgh District. Services will be requested through purchases made under this BPA that shall be referred to as Calls which will specify the required number of entries and expected duration of the activity.
