About this opportunity
The National Park Service is seeking proposals to lease the historic Conduit Road Schoolhouse, a one-room schoolhouse originally built in 1864 and reconstructed in 1874, located at 4954 MacArthur Boulevard within Rock Creek Park in Washington, D.C. The 1,114 square foot property features hardwood flooring, radiant heating, a modernized bathroom, upgraded electrical system, and fire alarm sprinkler system, though it requires extensive deferred maintenance including window repairs, roof replacement, and various structural improvements. Prospective lessees must demonstrate financial capability, experience in property management, and commitment to preserving the historic structure while providing beneficial community use in compliance with the Secretary of the Interior's Treatment Standards for Historic Properties. Proposals will be evaluated equally across six criteria: use compatibility, financial capability, experience, sustainability, improvements, and proposed rent. The original proposal deadline was extended through Amendment #1 to September 12, 2025, with site tours having been conducted in July 2025 and questions accepted until July 24, 2025.
This solicitation does not utilize any set-aside designations and is open to all qualified individuals and organizations. The minimum fair market value rent is established at $3,528 per month ($42,336 annually), though rent offsets may be available for approved maintenance, renovations, and improvements to address the property's deferred maintenance needs. The lease term may not exceed 60 years, with negotiations expected to begin eight to twelve weeks after proposal submission and the effective lease date subject to negotiation. The historic schoolhouse previously operated as the Children's Museum of Washington and served the Palisades community as both a school until 1928 and later as a branch library before its museum conversion in 1967. Performance will take place at the schoolhouse location in the Palisades area of Washington, D.C., situated across from Battery Kemble Park Trail on the busy MacArthur Boulevard thoroughfare.
