About this opportunity
The U.S. Immigration and Customs Enforcement (ICE) Office of Firearms and Tactical Programs is seeking vendors capable of providing Conductive Energy Weapons (CEW) through this Sources Sought Notice and Request for Information (RFI). This procurement is focused on identifying capable sources for individual CEW items and comprehensive equipment support programs in accordance with the attached Statement of Work dated February 17, 2026. Key contract requirements include CEW units that meet specific technical specifications—including voltage output between 840-1440 volts, 10-probe cartridges with 45-foot probe standoff distance, temperature operation from -4 to 122 degrees Fahrenheit, weight not exceeding 1.2 pounds with battery, dual aim point lasers, and cross-connect technology. The Statement of Work also mandates comprehensive 5-year life cycle support including full equipment warranty coverage, unlimited cartridge supply on an as-needed basis, annual recertification training, online training content access, Hook and Loop Training (HALT) Suits, Master Instructor training, and a weapons inventory management system. Interested vendors must submit Capabilities Statements of no more than ten pages to Robert V. Roberts and Daniel M. Correia at ICE by 2:00 PM EST on Friday, March 13, 2026, with email subject line "FY26 Conductive Energy Weapons (CEW) RFI response."
This procurement carries no set-aside designation and is anticipated to result in a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with an estimated total value of $220 million. The contract structure includes one 12-month base period followed by four one-year option periods, providing a total performance timeline of five years. ICE plans to procure approximately 17,800 CEW units over the contract period to support law enforcement personnel in the field, representing a modernization initiative to upgrade from approximately 4,300 aging X26P/X2 Tasers to the newer T10 CEW model. The procurement falls under NAICS Code 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing) and PSC Code 1095 (Miscellaneous Weapons). This RFI does not restrict the government to any particular acquisition approach, does not obligate the government to make an award, and will not result in reimbursement to vendors for response preparation costs.
