This is a Total Small Business set-aside. The Government has not yet reserved funds and reserves the right to cancel before or after the closing date without obligation to reimburse offerors for costs.
Time Manufacturing Company is identified as the only responsible source capable of fulfilling the requirement based on the CAT-Tracks' proprietary nature and the company's prior successful performance on installation work. The equipment can only be ordered through the authorized dealer. The justification for other-than-full-and-open competition will be posted on SAM.gov for no fewer than 15 days.
Work is performed at Altus Air Force Base, Oklahoma. The contractor bears full responsibility for all labor, materials, installation charges, freight, and environmental disposal. Contractor personnel and non-government vehicles require base access credentials obtained through background checks, including submission of employee information (full name, Social Security number, date of birth, address, driver's license, and Oklahoma/Jackson County residency history). All personnel obtaining Common Access Cards must complete Antiterrorism Level I training within 30 days and Environmental Management System Awareness training within five business days of employment start. Contractors must comply with Altus AFB's Antiterrorism program and Force Protection Condition measures.
Sources interested in competing must submit capability statements with technical data and cost information to daric.giles@us.af.mil and scott.swain.2@us.af.mil by the deadline. Submissions after the due date will not be reviewed.
