About this opportunity
The Department of Homeland Security US Coast Guard seeks to establish up to three Indefinite Delivery Indefinite Quantity (IDIQ) contracts for fabrication and delivery of concrete sinkers used as mooring anchors for buoys on Western Rivers, with proposals due June 3, 2026. This is a Total Small Business Set-Aside.
Place of performance is the United States, with deliveries to designated Coast Guard vessels and facilities across three geographic areas: Ohio River Valley, Upper Mississippi Valley, and Lower Mississippi Valley. Offerors may bid on any one, two, or all three areas as separate offerings. The NAICS code is 327331 (Concrete Block and Brick Manufacturing) with a 500-employee size standard.
The contract spans a base period of June 15, 2026 through June 14, 2027, with four optional one-year periods through June 14, 2031. Three sinker sizes are required: 1,000 lb., 1,500 lb., and 2,000 lb. Type II units, fabricated to USCG Drawing No. 121206 with a weight tolerance of minus three percent to plus ten percent. Concrete must achieve minimum compressive strength of 3,000 psi at 28 days and weigh not less than 140 pounds per cubic foot; all concrete must cure for a minimum of three days before moving or stacking. Lifting eyes must be fabricated from one-inch diameter ASTM A36/A36M steel. The Government guarantees a minimum award of five thousand dollars over the full contract term.
Deliveries must occur Monday through Friday between 10:00 AM and 3:00 PM local time, with tiered delivery schedules: twenty percent within 30 days of award, forty percent within 60 days, sixty percent within 90 days, eighty percent within 120 days, and one hundred percent within 150 days. Orders of 200 units or fewer require fifty percent delivery within 30 days and fifty percent within 60 days. Pricing must be submitted in whole dollar amounts with unit prices to two decimal places. Economic Price Adjustment applies to transportation costs in option years based on the Department of Labor's Producer Price Index for Iron and Fuel, capped at sixty percent cumulative increase per contract line item.
Evaluation uses Lowest Price Technically Acceptable methodology, assessing technical approach to requirement, recent relevant experience (up to three projects within the past five years), and past performance. Contractors must demonstrate minimum fabrication capacity of 2,000 sinkers annually per area. Past performance questionnaires from up to three government or commercial references must be submitted directly to the contracting officer. Offers must be held firm for 90 calendar days. Electronic submission is required to James.C.Kanash@uscg.mil and Arvett.L.Blount@uscg.mil by 3:00 PM Eastern on June 3, 2026.
