About this opportunity
The Saint Lawrence Seaway Development Corporation will issue a two-phase design-build solicitation to replace up to six concrete diffuser structures at the Eisenhower Lock in Massena, New York. The first phase will require a technical proposal and concept design by October 19, 2020. The agency will evaluate submissions and select the most highly qualified firms to proceed to the second phase, issuing an RFP for technical and cost proposals to complete the project scope of work.
This opportunity has no set-aside designations. The estimated cost range is $1,000,000 to $5,000,000. Firms must be registered in SAM and be able to address dewatering needs to control leakage in subfreezing temperatures during the annual winter lock outage period from early January through March when the replacement of three diffusers per season will occur.
Notice text
The Saint Lawrence Seaway Development Corporation (SLSDC) anticipates soliciting proposals for two-phase design-build solicitation for the replacement of diffuser structures (diffusers) at Eisenhower Lock in Massena, New York. The diffusers are geometrically complex reinforced concrete hydraulic structures downstream of the lower sill. The SLSDC intends to replace up to six (6) concrete diffusers (water manifolds) below the downstream sill at Eisenhower Lock over two winter seasons.
Access to the work areas is restrictive in that the diffusers are about 40-feet below the adjacent lock wall surfaces thus temporary access means will be required. The diffusers are normally submerged in about 35-feet of water, and the work can only be done when the lock is out of service and mostly dewatered which is during the annual winter navigation shutdown period from early January through early March. The work area cannot be completely dewatered by the SLSDC and therefore the Contractor would need to address additional dewatering needed to control continuous leakage past the SLSDC’s temporary water damming structures in subfreezing temperatures during the completion of this scope of work.
The base requirement would be for three (3) of the diffusers in the first year with an option for the other three (3) diffusers in the second year. The SLSDC will solicit the project requirements in a two-phase design-build solicitation. The first-phase submission requirements will include a technical proposal with a concept design for how the work will be completed. The SLSDC will evaluate the submissions, select the most highly qualified firm(s) and issue the solicitation for the second-phase to these firm(s). The second-phase of the solicitation will require technical and cost proposals for the completion of the project’s scope of work.
The two-phase design-build will be issued as a Request for Proposals and released on or about September 18, 2020 with a response date of October 19, 2020 for the first-phase submission. This is not a Small Business Set Aside.
The estimated cost range is $1,000,000 to $5,000,000.
Firms must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award.
