About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is conducting a market survey to locate sources capable of maintaining the TS-3920C/ASM Computer Test Set (CTS), a specialized equipment used for detecting and aligning faults in the UH-60 Blackhawk Helicopter's Automated Flight Control System. The current sole source of supply is Ultrax Aerospace Inc., which uniquely possesses the complete technical data package for this equipment. Interested vendors must submit written documentation to the DEVCOM C5ISR Center at Aberdeen Proving Ground by March 27, 2025, demonstrating their capability to maintain the CTS. Acceptable documentation includes test results, purchase orders from previous vendor relationships, or statements from Ultrax Aerospace validating the vendor's maintenance capabilities. The Army emphasizes that this market survey does not guarantee a contract and requires all responses to be submitted in writing to Robert Liang's email, with no telephone responses accepted.
The pre-solicitation notice indicates no specific set-aside for this procurement, and the current contractor is Ultrax Aerospace Inc. located in Lee's Summit, Missouri. The contract opportunity centers on a specific National Stock Number (NSN: 6625-01-529-3346) for the Computer Test Set with part number 05-0330-07. While no specific award value or budget range is disclosed, the procurement appears focused on identifying qualified maintenance sources for a critical military equipment component. The Army acknowledges it does not own or have access to the complete technical data package, which creates a unique procurement challenge that relies on vendor-demonstrated capabilities. The market survey represents a preliminary step in potentially establishing a new maintenance source for this specialized aerospace testing equipment used in supporting UH-60 Blackhawk Helicopter operations.
