About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure three refrigeration compressor units with specific National Stock Number 7H-4130-015181389-A3 and Technical Data Package Version 008. The procurement will be delivered FOB Origin, with the agency indicating they do not currently own the data or rights necessary to contract repairs from multiple sources. Due to the uneconomical nature of purchasing data rights or reverse engineering the part, the government intends to negotiate with only one source under Federal Acquisition Regulation (FAR) 6.302-1 authority. All potential sources may submit proposals, quotations, or capability statements within 45 days of the February 8, 2025 publication date (or 30 days if awarded under an existing Basic Ordering Agreement). The government reserves sole discretion in determining whether to conduct a competitive procurement based on the responses received.

The pre-solicitation notice indicates no specific set-aside designations for this opportunity, meaning it is open to all responsible contractors. The contract falls under Product Service Code (PSC) 4130 for Refrigeration and Air Conditioning Components. While specific award value is not disclosed, the procurement involves three units of the specified compressor. The opportunity is categorized as a defense procurement through the Naval Supply Systems Command, suggesting potential strategic or mission-critical requirements. Interested contractors have a window until March 25, 2025, to demonstrate their capability and interest in fulfilling this unique procurement need. The government's approach suggests a highly specialized requirement with limited competitive potential due to technical and economic constraints.
