About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 3 refrigerator compressor units with National Stock Number 7H-4130-015181389-A3, using Technical Drawing Package Version 001. The procurement will be delivered FOB Origin and is currently planned as a non-competitive contract under FAR 6.302-1 authority, due to data ownership and economic constraints preventing alternative sourcing. The government has determined it is uneconomical to purchase data rights or reverse engineer the part, thus intending to negotiate with a single source. Potential vendors have 45 days from the March 19, 2025 publication date to submit proposals, capability statements, or expressions of interest. The government retains sole discretion to determine whether to proceed competitively based on received responses.
This pre-solicitation notice indicates no specific set-aside designation for the contract, suggesting it is open to all responsible sources. The total quantity is 3 individual compressor units, with delivery expected at the point of origin. While specific award value is not disclosed, the procurement is categorized under Product Service Code 4130 for Refrigeration and Air Conditioning Components. The solicitation window closes on May 5, 2025, providing approximately 47 days for potential contractors to respond. The contract appears to be specifically tailored to the Naval Supply Systems Command's unique equipment requirements, with strict limitations on data rights and potential alternative sourcing strategies.
