About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 32 rotary compressors (NSN 7H-4310-014850856) with Technical Data Package (TDP) Version 011, to be delivered FOB Origin. The acquisition and repair of these compressors are restricted to government-approved sources due to the involvement of unclassified but militarily sensitive technology, as outlined in FAR Subpart 6.3. The government intends to solicit and negotiate with only one source under FAR 6.302-1, though all responsible sources may identify their interest and capability to respond within 45 days of the notice publication (or 30 days if awarded under an existing Basic Ordering Agreement). Interested parties can obtain necessary specifications and standards through the DoD Single Stock Point (DODSSP) via Document Automation and Production Service, either online through ASSIST-Online or by contacting their help desk. The government will consider proposals received within the specified timeframe and retains sole discretion in determining whether to conduct a competitive procurement.
This pre-solicitation notice indicates no specific set-aside designations and does not name potential incumbents or provide explicit award values. The procurement involves a quantity of 32 compressor units, with delivery expected at the origin point. Potential vendors must be capable of handling militarily sensitive technology and meet specific technical requirements outlined in the TDP Version 011. While the government is not using FAR Part 12 policies for commercial item acquisition, interested parties may still propose commercial alternatives within 15 days of the notice. Vendors must navigate complex documentation requirements, including accessing technical specifications through DODSSP channels and potentially obtaining a customer account to download or order necessary documentation. The opportunity represents a specialized procurement with significant technical and regulatory complexity, targeting a specific military equipment need within the Naval Supply Systems Command's procurement strategy.
