About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 12 refrigerator compressors (NSN 7H-4130-015136359) with Technical Data Package version 004, to be delivered FOB Origin. The government has determined it is uneconomical to obtain the data rights or reverse engineer the part, which limits potential sources for repair or modification. Award will only be made if the offeror, product, service, and manufacturer meet specific qualification requirements in accordance with FAR clause 52.209-1. Interested parties have 15 days from the notice date (Apr 25, 2025) to identify their capability to satisfy the requirement with a commercial item. The final proposal response is due by Jun 9, 2025, and vendors can obtain necessary specifications and standards through the DoD Single Stock Point (DODSSP) or by contacting their document services helpdesk.

This pre-solicitation notice indicates no specific set-aside for small businesses or disadvantaged vendors. The solicitation includes provisions for Free Trade Agreements and potentially applies to the World Trade Organization Government Procurement Agreement. An additional 20% option will be included in the final solicitation. The procurement falls under PSC Category 4130 for Refrigeration and Air Conditioning Components. While no specific award value is mentioned, the contract involves 12 units with potential for a 20% expansion. The government has explicitly stated that commercial item acquisition policies from FAR Part 12 will not be utilized in this solicitation, which may impact potential bidders' strategies for responding to the opportunity.
