About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking engineering, technical, and logistical support for oxygen-nitrogen generating equipment and air compressors through a pre-solicitation notice. The Department of the Navy's Naval Surface Warfare Center Philadelphia Division (NSWCPD) requires comprehensive maintenance and support services for RIX Industries compressed gas systems used across Navy facilities, including ships, submarines, and shore-based sites. Contractors must provide technical services encompassing hardware testing, repair, maintenance, training, integrated logistics support, engineering services, field services, evaluations, drawing development, obsolescence support, and parts support. The government intends to procure these services solely from RIX Industries, which is positioned as the only authorized parts and service provider for their equipment. Interested parties can submit questions to christopher.m.mccarthy26.civ@us.navy.mil, with the current response deadline set for July 30, 2024.
The pre-solicitation notice indicates no specific set-aside designation for the contract, suggesting it is open to standard competition. The anticipated contract structure is a Basic Ordering Agreement (BOA) with task orders issued against it, classified under the NAICS category 541330 for Engineering Services and PSC category R425 for Professional Engineering/Technical Support. While specific award values are not detailed in the documentation, the comprehensive scope of services suggests a potentially significant contract value. The contract will support maintaining operational readiness, safety, reliability, and managing support costs for Navy oxygen and nitrogen generation systems. The sole-source approach with RIX Industries implies a specialized and strategic procurement focused on maintaining critical naval equipment infrastructure through a trusted, specialized provider.
