About this opportunity
The National Institutes of Health is conducting market research to identify qualified businesses capable of performing a comprehensive uniform program for the Division of Facilities Operations and Maintenance, with capability statements due July 17, 2026. This is a competitive 8(a) set-aside.
The program will serve approximately 280–300 DFOM employees at NIH facilities in Bethesda, Maryland and other designated NIH locations. Services include twice-weekly pickup and delivery (Tuesdays and Thursdays, 7:00 AM–4:00 PM), laundering, machine pressing, repairs and mending, garment identification and tracking using barcode or RFID systems, embroidery, fittings, inventory accountability, and replacement ordering. Each employee receives a baseline issue of thirteen shirts, thirteen trousers, and two lightweight jackets, with options available for 100 percent cotton uniforms, long-sleeve garments, and flame-resistant/arc flash-rated uniforms compliant with NFPA 70E. Uniforms will be delivered on hangers in protective plastic and labeled by employee.
Performance standards target 100 percent on-time delivery, 98 percent cleanliness compliance, repairs completed within five days, new uniforms issued within fifteen days, and complaints resolved within three days. The Government anticipates a Firm-Fixed-Price contract structure with a Base Year and option periods across five CLINs: Uniform Processing Services, Garment Identification and Tracking, Repairs and Mending, Accessories and Embroidery, and New Uniforms and Replacement Orders.
NAICS 812332 (Industrial Launderers) applies; small business size standard is $47 million. Small business prime contractors must comply with FAR Clause 52.219-14 (Limitations on Subcontracting).
