About this opportunity
The Environmental Protection Agency intends to award multiple Blanket Purchase Agreements for comprehensive infrastructure support services under an indefinite-delivery, indefinite-quantity contract. Interested GSA Schedule contractors must demonstrate the capability to provide all personnel and services delineated in the draft Performance Work Statement, including relevant experience and qualified staff. Capability statements responding to this sources sought notice by May 20th will be evaluated based on the offeror's ability to address questions about the PWS and provide suggestions to improve it to fully meet the agency's needs.
There is no set-aside designated for this procurement. Offerors must review the draft PWS and provide a narrative of no more than 15 pages describing their business status as a large, small, HUBZone, 8(a), service-disabled veteran-owned, or women-owned business. The BPAs have a target effective date of February 12, 2023 and will have a period of performance of five years to provide comprehensive infrastructure support services under NAICS code 541511 and PSC code D302.

This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE.
The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable GSA offerors in the marketplace with the knowledge, skills, interest, and capability to perform the tasks as described in the attached draft Performance Work Statement (PWS). This market survey is to determine if the required services are viable in the marketplace, whether schedule holders are willing to participate, and if can small businesses perform the tasks as described in the draft Performance Work Statement.
The EPA intends to award multiple five-year Blanket Purchase Agreements (BPA’s) under this requirement with a target effective date of February 12, 2023. To be considered a potential source, a firm must demonstrate they are able to provide the necessary personnel and services to support ALL efforts delineated by the draft PWS.
Interested parties who possess the capability of providing the services described in the draft PWS posted are invited to submit capability documents with sufficient information that clearly demonstrates their ability to provide the services described in the draft PWS, including personnel, experience and qualifications. A description of similar services previously or currently provided shall be submitted. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. NARRATIVES SHALL BE NO LONGER THAN 15 TOTAL PAGES; information such as brochures and other industry information is not included in the 15-page limitation.
Please include the following information in your response/narrative: (1) Company name, address, point of contact information, and GSA Contract Number; (2) Identification and verification of the company's business status (i.e. Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, and/or Women-Owned Business); (3) A narrative regarding a thorough review of the PWS identified above and any questions/concerns that need to be addressed/discussed; (4) A narrative regarding additional suggestions to improve the PWS to meet overall agency needs and services.
Capabilities Statements in response to this Sources Sought Synopsis must be submitted via FedConnect by May 20, 2022. This is NOT a solicitation and does not constitute any commitment by the Government. Responses to this sources sought notice will be utilized by the Government to make appropriate acquisition decisions.
All interested sources must respond to future solicitation announcements separately from responses to this market survey.
