About this opportunity

The U.S. Army Corps of Engineers Engineering District Jacksonville has issued a Special Notice seeking industry information related to the Comprehensive Everglades Restoration Program (CERP) Central Everglades Planning Project (CEPP), Contract 2A, specifically for the S-356E Pump Station and S-334E Spillway Project. This market research initiative focuses on gathering contractor perspectives regarding Project Labor Agreement (PLA) requirements following the recent rescission of Class Deviation 2025-O0002, which had previously waived PLA requirements for this project. The notice explicitly states this is not a solicitation for proposals and no contract will be awarded based on responses. The project falls under the Other Heavy and Civil Engineering Construction NAICS category and involves canal construction work. The government emphasizes that this announcement is solely for preliminary planning purposes and respondents will not be notified of evaluation results.

The primary objective of this Special Notice is to collect industry input on the impacts of implementing PLA requirements for large-scale federal construction projects valued at $35 million or above, as mandated by Executive Order 14063. Interested contractors must complete a detailed nine-question survey addressing topics such as bidding interest, labor availability, project scheduling, cost implications, and overall project efficiency under PLA conditions. Responses are due by 2:00 PM EDT on June 24, 2025, and must be submitted via email to three specified Army Corps contacts. The survey requests information about contractors' recent project experiences, including project names, descriptions, costs, timelines, and challenges encountered. Participation is voluntary and open to industry partners with relevant experience in heavy civil engineering construction. The government will use the collected information to better understand how PLA requirements may affect contractor participation and project execution for this significant environmental restoration initiative.
