About this opportunity

The Department of Transportation Volpe National Transportation Systems Center is seeking Complementary Positioning, Navigation, and Timing (CPNT) Services through a Rapid Phase II Field Testing solicitation. The agency requires vendors to provide technical consulting and engineering services for testing CPNT technologies as alternatives to GPS/GNSS in critical infrastructure settings. Qualifying vendors must demonstrate a Technology Readiness Level (TRL) of 8 or higher for their end-to-end solution and have at least one partnership with a critical infrastructure owner/user. Proposals will be evaluated based on GNSS independence, technological sophistication, and testing capabilities at specified field ranges. The solicitation (RFQ No. 6913G625Q300008) requires vendors to submit two-volume proposals (Price Quote and Technical Approach) by January 24, 2025, at 4:00 PM EST, with questions due by previous deadlines and an anticipated award date of April 1, 2025.

The solicitation is issued as a Full and Open Competition with a Small Business Reserve under NAICS code 541330 (Engineering Services). Multiple firm-fixed-price purchase orders will be awarded, with a total contract value not exceeding $7.5 million. The period of performance is one year from the award date, with vendors expected to install operational CPNT services within 6 months. Current test ranges include Joint Base Cape Cod, White Sands Missile Range, Port of Los Angeles, and Santa Clara, CA, with priority given to partnerships involving ranges not currently in use. Vendors from the initial Rapid Phase can only participate by proposing different technology and identifying new partnerships. The place of performance is primarily in Cambridge, MA, with testing conducted at various domestic U.S. test range locations, and the government will provide scenario development, data collection systems, and a test vehicle to support the evaluation process.
