About this opportunity
The Federal Bureau of Prisons at United States Penitentiary Leavenworth is soliciting quotes for a compact robotic prescription dispensing system (Model 150) to be leased for pharmacy operations serving the incarcerated inmate population. The Request for Quote (RFQ), issued March 31, 2026, seeks a five-year operating monthly lease agreement for the integrated system, which includes the SP Central Platform, pharmacy printer, smart card scanners, standard interface, and host-based system security. Vendors must be registered in the System for Award Management (SAM) database with a valid DUNS number and registered under NAICS code 532490. Award will be made to the responsible offeror with the most advantageous quotation based on two evaluation factors: total price for the base year and all option years, and past performance on similar requirements. Quotes must be submitted electronically in PDF format via email to t4robinson@bop.gov no later than April 10, 2026 at 7:00 AM Central Time, and the Government intends to make award without discussions based on initial quotations.
This is an unrestricted procurement with no small business set-aside designation. The contract structure consists of a 12-month base year (May 1, 2026 through April 30, 2027) plus four optional 12-month extension years, extending through April 30, 2031, with pricing quoted as firm-fixed monthly lease rates for each period. The contractor must provide delivery, installation, configuration, implementation, testing, maintenance, repairs, replacement parts, and comprehensive technical support throughout the contract period, including preventive maintenance with technician dispatch within one business day and system replacement if repairs exceed 14 calendar days. All software, firmware, licenses, interfaces, cabling, and accessories for complete integrated operation must be included in the lease. Delivery is FOB Destination to FCI Leavenworth, 1300 Metropolitan Avenue, Leavenworth, Kansas 66048, with payment to be made via electronic funds transfer to the FCI Leavenworth Business Office in accordance with the Prompt Payment Act. Contractor personnel must comply with all institutional access, security, and screening procedures, including potential NCIC checks before being granted facility access.
