About this opportunity
The Federal Contract Opportunity involves the provision of technical advisory services in the energy sector to support the early-stage development of the Millennium Challenge Corporation's (MCC) Threshold Programs and Compacts. The services include energy infrastructure development, energy sector reform, and energy market analysis. The contract is a Time and Materials type and spans over a base period and four option periods, with the last option period ending on September 18, 2027.
Products and Services to be provided:
- Technical Advisory Services in Energy Infrastructure: Power Generation and Fuel Supply, Transmission and Distribution, Electricity Access, Energy Efficiency and Demand side Management (EE/DSM), and Associated Facilities and Equipment.
- Technical Advisory Services in Energy Sector Reform: Formulation of energy policy, review of energy laws, analysis of regulatory regimes, assessment of sector institutions, and utility turnaround.
- Technical Advisory Services in Energy Markets: Reliability coordination requirement, market design and participation requirements, and roles and responsibilities of Independent Market Monitor (IMM) and Independent Regulatory Entity.
- Development of Threshold and Compact Programs: Sector and institutional analyses, project selection, project justification, project description, feasibility study/technical report review, preliminary economic and financial analysis, and institutional assessment.
- Technical Guidance to MCC: Evaluation of sector policies, development of a framework for cost of service, proposal of improvements in maintenance planning, operations and resources, and review of current tariffs and tariff structure.

MCC has two investment modalities – Thresholds and Compacts. Earlier Threshold Programs were strictly focused on addressing (improving or fixing) specific compact eligibility criteria and were implemented by USAID. Current Threshold Programs are implemented through contracts managed by MCC and are focused on specific sector policy deficiencies that establish a link between the Threshold Program and potential future Compact programs. These programs are heavily focused on testing the host government’s commitment for policy and sector reforms. These programs are typically two to three years long and have ranged $7-$55 million and have averaged approximately $20 million. Compacts are five-year programs and focus on both policy reforms and infrastructure investments. Compacts have ranged from $66 million to $698 million and have averaged approximately $350 million. Compacts are implemented by the host government entities (typically called Millennium Challenge Accounts or MCAs). MCC provides guidance and operational policies for implementation. MCC closely monitors the program through regular reporting from the MCAs, regular communication with the MCA professional staff and periodic site inspections.
MCC requires a firm to provide a wide range of technical assistance tasks in the areas of energy to support early stage development of MCC’s Threshold Programs and Compacts.
