While is it understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. The Naval Surface Warfare Center, Dahlgren Division has a requirement for an Indefinite Delivery / Indefinite Quantity (IDIQ) type contract with BAE Systems, 164 Totowa Road, Wayne, NJ 07474. The establishment of an IDIQ is to satisfy recurring requirements for the acquisition of hardware, software, performance enhancements, and maintenance of BAE Software Compliant Architecture (SCA) Common Data Link (CDL) family of products.

This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Task orders under this IDIQ will be issued as requirements that cannot be accurately predicted per year. Task orders will be Cost Plus Fixed Fee (CPFF) or Firm Fixed Price (FFP). The IDIQ will be issued for a five-year period. In compliance with DFARS 252.232-7003, “Electronic Submission of Payment Requests (MAR 2008)”, the government will utilize Wide Area Workflow (WAWF) to electronically process vendor requests for payment.

A solicitation is anticipated to be available at FedBizOpps or at NECO on 5 November 2012. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
