About this opportunity

The Defense Intelligence Agency (DIA) is conducting a market research effort for a Common Data Fabric (CDF) contract to support seamless data sharing across the Defense Intelligence Enterprise. The procurement seeks qualified vendors under NAICS code 541990 to provide comprehensive technical services involving data brokering, cybersecurity, and information system support. Interested firms must submit a detailed capabilities statement and complete a provided questionnaire by April 28, 2025 at 1:00 PM Eastern Time via email to richard.lamarre2@dodiis.mil. The RFI requires respondents to demonstrate experience in areas such as data object exchange, requirements engineering, cloud deployment models, and agile delivery methodologies. Evaluation will focus on firms' technical capabilities, recent past performance, and potential to support the DIA's complex data sharing infrastructure across multiple security domains including NIPRNet, SIPRNet, and JWICS.

While no specific set-aside is designated, small businesses are encouraged to respond, including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Women-Owned small business categories. The contract will require contractors to maintain existing capabilities, improve data brokering mechanisms, and support machine-to-machine data exchange using platforms like Cloudera Data Flow Management. Successful vendors must possess Top Secret/SCI clearance and provide a Sensitive Compartmented Information Facility (SCIF) within 50 miles of DIA headquarters. The current solicitation is explicitly for market research and does not guarantee a subsequent Request for Proposal (RFP) or contract award. Respondents will not be reimbursed for preparation costs, and the government reserves the right to use any provided information for future procurement purposes.
