About this opportunity

The Defense Intelligence Agency (DIA) is conducting a market research Request for Information (RFI) for Common Data Fabric (CDF) services under NAICS code 541990 for professional, scientific, and technical services. The agency seeks to identify qualified vendors capable of providing comprehensive data brokering, cyber security, and technical support across multiple security domains including NIPRNet, SIPRNet, and TS/SCI networks. Interested firms must submit a capabilities statement with detailed technical experience, staffing information, and past performance evidence from the last 5 years. Vendors are required to complete an attached RFI questionnaire and email their response to richard.lamarre2@dodiis.mil by 11:00 AM Eastern Time on December 20, 2024. The submission must include company details such as business address, point of contact, CAGE code, UEI, and small business status.

The procurement is open to all business sizes, with particular encouragement for Small Businesses, 8(a) Small Businesses, HUBZone Small Businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses, and Economically Disadvantaged Women-owned Small Businesses. The contract will consist of one 12-month base period with four 12-month option periods, potentially supporting 203 Cloudera Data Platform nodes and 47 core units. Key personnel requirements include mandatory TS/SCI clearance with a CI polygraph, and contractors must provide a Sensitive Compartmented Information Facility (SCIF) within 50 miles of DIA headquarters that becomes operational within 6 months of contract initiation. Vendors must demonstrate expertise in data brokering, API management, cyber security services, and system architecture across complex government technology environments. While this is currently a market research effort and not a formal solicitation, the government reserves the right to use submitted information in future procurement documents.
