On March 19, 2013, the Department of Veterans Affairs (VA), Technology Acquisition Center, awarded three (3) Indefinite Delivery Indefinite Quantity contracts for the Commodities Enterprise Contract (CEC) Solicitation VA118-12-R-0071. Awards were placed on a multiple-award basis for the procurement of commercial information technology commodities and solutions that include, but are not limited to end user devices (laptops, desktops, monitors, thin clients and docking stations), mobile tablets, servers, networking appliances (switches/routers), storage arrays/storage appliances, security platforms, installation, warranty, incidental support services and incidental software at a total program value of $5,314,335,810.00.

Provided by attachment to this announcement are Questions and Answers Numbered 301-400 submitted in response to the Commodities Enterprise Contract (CEC) Request for Proposal (RFP) VA118-12-R-0071. Please be advised that the Government has received in excess of 500 questions and is working to post all Questions and Answers as soon as possible, to include Amendments to the Solicitation based upon answers provided. The Government intends to issue a Solicitation amendment prior to 2/21/12 to extend the RFP proposal submission from the 2/21/12 due date and time, however, the new date/time for proposal submission has not been finalized. Please be assured that Offerors will be afforded sufficient time to review and consider the answers to questions in order to submit proposals in response to the Solicitation as amended.

VA118-12-R-0071 Commodities Enterprise Contract
Amendment 0001 to the Commodities Enterprise Contract (CEC) Request for Proposal (RFP) VA118-12-R-0071 has been issued this date to extend the proposal submission due date/time until 4:00 PM EST on February 21, 2012.
Due to the volume of Questions and Answers (Q&A) submitted in response to the CEC RFP, the Government will release responses in batches. Please be advised that the Government anticipates the release of the first batch of Q&A during the week of January 30, 2012 with the balance to be issued as soon as possible thereafter. All Q&A will be posted to both the Federal Business Opportunities web site and the Virtual Office of Acquisition site at http://www.voa.va.gov. Any changes to the solicitation and associated attachments based upon Government responses to questions from industry shall be reflected in a subsequent solicitation amendment.

This notification is issued to establish a "cut off" date/time for the submission of questions on the Commodities Enterprise Contract (CEC) Request For Proposal (RFP) VA118-12-R-0071.
The Government will accept questions/comments from industry until 4:00 PM on January 17, 2012. Please submit questions/comments by e-mail to Ms. Elizabeth Dean at Elizabeth.dean2@va.gov with a copy provided to the Contracting Officer, Mr. Kevin Loesch, at Kevin.loesch@va.gov. The subject line of the e-mail should begin with: "CEC Questions - VA118-12-R-0071". Please also include your company name in the subject line. Responses as appropriate will be posted to the Federal Business Opportunities web site and the Virtual Office of Acquisition under the Commodities Enterprise Contract https://www.voa.va.gov
Please be advised that the Government will attempt to respond to questions/comments submitted after the "cut-off" date/time, however, the Government advises industry that responses may not be provided for questions/comments received after the "cut off" date/time of 4:00PM on January 17, 2012.

The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC) intends to enter into a contract for the procurement of commercial Information Technology (IT) hardware and associated value-added services. The proposed acquisition is referred to as the Commodities Enterprise Contract (CEC) with the objectives to promote functionality standardization of IT hardware across the VA enterprise and promote open source products and protocols while concurrently ensuring interoperability with existing network hardware infrastructure. The CEC acquisition requirements include but are not limited to desktops, laptops, servers, switches, routers, storage services, warranty support and repair, installation support, technical support services and pre and post deployment support services. The CEC proposes the award of Indefinite Delivery Indefinite Quantity (IDIQ) multiple-award contracts with the anticipated award of up-to three contracts. Each IDIQ contract will encompass a base 5-year ordering period with the ability to order extended warranty support as options in individual orders during years 6-10 as necessary. Prices for all hardware commodities, standard hardware commodity installation, and warranty support (extended standard and premium support) will be acquired on a firm fixed price basis. Incidental technical support including pre and post deployment support services will be acquired on a time-and-materials basis. This acquisition will be set-aside for the exclusive participation of contractors that qualify as a small business (150 or less employees) under the IT Value Added Reseller (VAR) exception to the North American Industry Classification Systems (NAICS) code 541519 (Other Computer Related Services). It is the Government's intent to make one of the three planned awards to a Service-Disabled Veteran-Owned Small Business (SDVOSB). The solicitation number assigned to this effort is VA118-12-R-0071 and will be issued on or about December 16, 2011. An award date on or about April 27, 2012 is planned. Market research and draft solicitation documents for this acquisition were previously posted to the Federal Business Opportunities web site under Request for Information VA118-11-RI-0259. This notice of intent is not a request for competitive proposals, however, all responsible sources may submit a proposal in response to the resulting solicitation which shall be considered by the Agency.
