About this opportunity

The Office of the Comptroller of the Currency intends to sole source an enterprise license subscription to the Committee on Uniform Security Identification Procedures (CUSIP) with FactSet Research Systems, Inc., with responses due by 12:00 PM Eastern Time on July 10, 2026. The sole source justification is based on FAR 12.102(a)—only one source is reasonably available—valued at or below the simplified acquisition threshold.

The CUSIP license enables the OCC to access nine-digit or alphanumeric codes that identify North American financial instruments (stocks, bonds, and related instruments), supporting the agency's embedded use of CUSIPs within OC data products and third-party data products for internal research and analytical efforts. CUSIP is managed by FactSet Research Systems on behalf of the American Bankers Association.

The base period runs September 30, 2026 through September 29, 2027, with four optional 12-month renewal periods. The OCC will accept written responses from any responsible source through July 10, 2026; responses must include clear and convincing evidence demonstrating capability to provide the described services. The government will use responses solely to determine whether to conduct a competitive procurement instead of the sole source award, a decision made at the OCC's sole discretion. Responses must be submitted in writing to Danielle Pena at Danielle.pena@occ.treas.gov; telephone responses will not be accepted.
