About this opportunity
The Internal Revenue Service intends to solicit a commercial subscription database solution equivalent in capability to Pollstar, with responses due by June 10, 2026. No set-aside applies.
The IRS Central Withholding Agreement program requires web-based access to entertainment industry performance data to support compliance analysis involving nonresident alien artists and athletes performing in the United States. The Government seeks a commercial off-the-shelf solution and will consider equivalent products that meet the salient characteristics outlined in the attached Performance Work Statement.
Required functionality includes searchable performance data indexed by artist, date, and location with historical coverage back to at least 2015 and continuous updates; customizable box office reporting with ticket sales, gross revenue, and attendance data; a searchable industry directory with booking agents, promoters, venues, and contact information filterable by location; regularly updated industry news covering touring activity and business transactions; trend analysis tools identifying touring patterns and regional performance activity; and data export functionality compatible with Microsoft Office applications. Access must be 24/7 via web browser with username/password authentication, maintain 99% system uptime excluding scheduled maintenance, return query results within five seconds, and comply with Section 508 of the Rehabilitation Act.
Period of performance runs from July 1, 2026, through June 30, 2031, consisting of a base year plus four option years. The Government reserves the right to require vendors proposing equal products to demonstrate system functionality using representative operational scenarios. Help desk support during standard business hours with one-business-day response times and two-business-day resolution timelines is required, along with commercially available training and onboarding support upon request.
