About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is seeking commercial satellite-based Global Navigation Satellite System-Reflectometry (GNSS-R) data to evaluate ocean surface wind speed measurements under the Commercial Weather Data Pilot (CWDP) Ocean Surface Winds Pilot Study. NOAA requires vendors to have operational satellites with near-nadir GNSS-R sensors currently in orbit, capable of providing two classes of GNSS-R payload data: CYGNSS-class (>12 dBi peak antenna gain) and high-gain (>18 dBi peak antenna gain). The data must meet specific technical requirements including spatial resolution of 25 km x 25 km, daily track counts, data latency under 6 hours, and compliance with NOAA's data delivery and quality flag standards. The government will evaluate offers based on technical capability and price, with technical capability considered approximately equal to price. Questions regarding the solicitation must be submitted by 2:00 PM Eastern Time on June 25, 2025, and proposals are due by 3:00 PM Eastern Time on July 18, 2025.
The solicitation has been modified from a total small business set-aside to a full and open competition with one award reserved for a small business concern, using NAICS code 518210 with a small business size standard of $40.0 million. NOAA intends to award one or more firm-fixed-price contracts with two potential performance options: a 6-month data delivery phase followed by a 3-month evaluation phase, or a 9-month data delivery phase followed by a 3-month evaluation phase. The contract period of performance is established from August 1, 2025, to July 31, 2026, representing a follow-on requirement from a 2023 pilot study. While specific contract values are not disclosed, vendors must provide pricing for both the 6-month and 9-month data delivery options. The place of performance is Silver Spring, Maryland, and large business offerors must submit a Small Business Subcontracting Plan while small businesses are exempt from this requirement.
