About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Joint Base Lewis-McChord (JBLM) is seeking a commercial recycling services contractor to manage comprehensive recycling collection, transportation, and processing operations. The contractor will be responsible for operating two recycling centers, collecting recyclable materials from various base locations including commercial buildings, motor pools, and flight lines, and handling materials such as cardboard, wood, plastics, paper, metals, electronics, and tires. Key contract requirements include maintaining strict collection schedules, emptying containers weekly, responding to emergency requests within 1-2 hours, and providing detailed monthly reporting on recycling volumes and revenues. Interested small businesses must obtain necessary licenses and permits to work on a federal installation, be properly bonded and insured, and ensure employees meet specific certification requirements for the State of Washington. The pre-solicitation notice was posted on February 6, 2025, with responses due by February 18, 2025, under the NAICS code 562111 for Solid Waste Collection.
The contract is designated as a total small business set-aside, contingent on receiving at least two qualified small business responses. The current recycling services contract (W911S8-23-D-0001) will be replaced by this new procurement, which includes a base period and two potential option periods. While specific award values were not explicitly detailed, the NAICS size standard is set at $47.0 million, indicating potential for a substantial contract. The contractor will be required to operate recycling centers at buildings 5290 and J00516, with specific hours of operation (Tuesday-Saturday at 5290, Monday-Friday at J00516), and must submit monthly proceeds checks to the US Treasury. Pricing for recyclable materials will be determined using American Metals Market indices for metals and local market values for other commodities, with semi-annual market analysis updates required. The contractor must also comply with extensive security, safety, and environmental training requirements, including iWATCH, AT Level I, OPSEC, and Controlled Unclassified Information (CUI) training.
