About this opportunity

The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Explosives Threat Assessment (ETA) program is seeking information on commercially available or rapidly developable micro-computed tomography (CT) instrumentation. The purpose is to collect high-quality 3D data on explosives and explosives precursors to support explosives detection innovation and the development of commercial threat assessment tools. The RFI outlines technical requirements for the CT instrument, including image quality, data accessibility, dual-energy capabilities, and stability over time. Respondents are asked to provide company information, instrument details, cost estimates, service and support information, and other relevant specifications. Responses are due by September 1, 2024, and will be used to inform potential future solicitations.

This pre-solicitation notice does not have a set-aside designation. No potential incumbents or current contractors are named. The notice does not provide any information on potential award values or budget ranges. It also does not specify the quantity of goods or timeline for services.

Notice text

The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Explosives Threat Assessment (ETA) program delivers relevant, cutting-edge explosives research products that support explosives detection innovation (capabilities and systems) and the development of commercial threat assessment tools.

DHS utilizes micro-computed tomography (µCT) systems to collect data on explosives and explosives precursors that is used in the creation of x-ray-based threat detection requirements. In addition, µCT will be used to collect data for international x-ray detection harmonization. To this end, a commercial µCT system that is available, flexible, and reliable is desired to streamline data collection.

DHS is issuing this Request for Information to solicit information about µCT instruments to be used for data collection in detection requirements development that are currently commercially available or may be rapidly developed. Responses to RFI questions will help S&T understand the availability, reliability, and general levels of effort required to deliver a µCT instrument solution.
