About this opportunity

NASA's Johnson Space Center has issued a Special Notice regarding the Commercial Lunar Payload Services (CLPS) 1.0 program, a commercial initiative that enables private sector companies to deliver NASA payloads to the lunar surface. This special notice, posted on April 27, 2026, announces NASA's intention to increase the cumulative Not-to-Exceed maximum ordering value for existing CLPS contracts from $2.6 billion to $4.2 billion. The CLPS contracts are structured as FAR Part 12 commercial service agreements, operating as firm-fixed-price, multiple award, Indefinite Delivery/Indefinite Quantity contracts. NASA currently maintains contracts with twelve vendors, including major aerospace companies such as Blue Origin, SpaceX, Lockheed Martin Space, and Sierra Space, as well as emerging commercial space companies. The agency is contemplating sole source contract modifications to increase the maximum ordering value across these existing agreements.

The primary objective of this Special Notice is to solicit input from interested organizations regarding whether NASA should pursue this contract modification on a competitive or sole source basis. Organizations wishing to respond must submit their capabilities and qualifications electronically to tasha.beasley@nasa.gov no later than 4:00 PM CST on May 6, 2026, with oral communications explicitly prohibited. The CLPS program encompasses all activities necessary to safely integrate, accommodate, transport, and operate NASA payloads using contractor-provided assets, including launch vehicles, lunar lander spacecraft, lunar surface systems, Earth re-entry vehicles, and associated resources. Eligibility is limited to organizations capable of providing these comprehensive commercial lunar payload delivery services. NASA will evaluate submitted capabilities and qualifications solely to determine whether the acquisition should proceed as a competitive or sole source effort.
