About this opportunity

The Department of the Air Force Global Strike Command, specifically the 2nd Contracting Squadron at Barksdale Air Force Base, has issued a Special Notice of Intent to Award a Sole Source Synopsis for Command Professional Software Licenses. The notice pertains to a firm-fixed-price contract with Slitherine Corporation for five Command Professional Edition (CPE) licenses, utilizing Simplified Acquisition Procedures as authorized by Federal Acquisition Regulation (FAR) 13.501. The procurement is categorized under the Electronic Computer Manufacturing NAICS code and focuses on IT and Telecom Business Application Software. The government has determined that Slitherine Corporation is the sole distributor of the software, which is critical for modeling, simulation, and strategic analysis projects within the Air Force Global Strike Command.

Contractors interested in this opportunity may submit a capability statement, proposal, or quotation, though the notice emphasizes that this document does not constitute a formal solicitation. To challenge the sole source action, firms must submit an interest letter via email demonstrating technical expertise, certifications, and authorization to compete. The letter must provide clear evidence that competition would be advantageous to the government and not prohibitively costly or time-consuming. The CPE licenses are intended to support time-sensitive projects, commander inquiries, and Analysis of Alternatives at the Office of the Secretary of Defense (OSD) level, with the goal of identifying and mitigating capability gaps. The opportunity is set aside for small businesses, and all submissions will be considered for potential future competitive procurements. Interested parties can direct questions to the contract specialists SrA Damarcus Ikard or TSgt Marcus Olearnick using the contact information provided in the notice. The due date for submissions is June 16, 2025.
