About this opportunity
The Air Force Research Laboratory (Department of the Air Force Materiel Command Research Laboratory) is seeking to renew Command Professional Edition Licenses (Regular Client Premium) through a sole-source procurement with Slitherine Corporation of Dover, Delaware. The government intends to negotiate directly with Slitherine Corporation as they have determined that other companies' products do not meet or cannot be modified to meet their specific needs, and these particular license renewals are only offered to the government by Slitherine Corporation in the United States. The procurement falls under FAR Part 12 for commercial products and services and FAR Part 13 simplified acquisition procedures, with an associated NAICS code of 513210 (Software Publishers) and a small business size standard of $47 million. This is a pre-solicitation notice for information only, and no solicitation will be issued, though responsible sources may submit capability statements or proposals that demonstrate clear and convincing evidence that competition would be advantageous to the government. All inquiries must be directed to tiffany.slopka@us.af.mil, with responses due by July 8, 2025.
This procurement does not utilize any set-aside designations and is structured as a sole-source award to the incumbent contractor, Slitherine Corporation. The software contains highly sensitive technical and proprietary information including trade secrets, algorithms, firmware, and databases related to current and future products and services, which allows for manipulation to meet the government's specific research requirements. The government anticipates an award date on or before August 30, 2025, and will attach a Sole Source Justification to the subsequent Notice of Award in accordance with applicable regulations. The notice does not specify award values, budget ranges, or quantities of licenses to be renewed, focusing instead on the justification for the sole-source approach and the timeline for procurement completion.
