About this opportunity
The Defense Logistics Agency Aviation is procuring advanced airworthy Additive Manufacturing (AM) capability through solicitation number SPE4AX-26-R-AMP1, issued as a Request for Proposal under a sole-source authority. The procurement includes the delivery, installation, and certification of six Laser Powder Bed Fusion (LPBF) additive manufacturing systems—specifically three Colibrium Additive M2 Series 5 machines and three Colibrium Additive M Line Series 1 machines—along with material characterization data curves, manufacturing process instructions, and specifications (some licensed) necessary for additively manufacturing NAVAIR components. Beyond equipment acquisition, the contractor must provide comprehensive supply chain management, logistics planning, production forecasting, long-lead time parts procurement, and support for diminishing manufacturing sources and material shortage issues. The vendor is also responsible for developing and executing a training plan to qualify manufacturing engineers, quality engineers, design engineers, materials engineers, and machine operators to repeatedly produce airworthy aviation components across various material-process combinations. Proposals must be submitted by March 3, 2026, with this combined synopsis and solicitation notice constituting the only formal solicitation document, as no separate written solicitation will be issued.
This procurement is designated as a sole-source acquisition intended for award to Colibrium Additive, a GE Aerospace Company, with no small business set-aside applied. The contract will be performed at Patuxent River, Maryland, and encompasses not only the initial delivery and installation of the equipment but also potential future procurement or manufacture of component parts. While the solicitation does not explicitly state an award value, the scope of work—including six advanced manufacturing systems, licensing arrangements, installation, certification, and comprehensive training—indicates a substantial contract. The combined synopsis and solicitation is classified under NAICS code 333248 (All Other Industrial Machinery Manufacturing) and PSC code 9999 (Miscellaneous Items), reflecting the specialized nature of the advanced manufacturing systems being acquired.
