About this opportunity

Army Contracting Command—Redstone Arsenal (ACC-RSA), on behalf of the Apache Attack Helicopter Project Management Office, intends to solicit a sole-source contract from The Boeing Company for the procurement of up to twelve AH-64E aircraft, with a response deadline of August 19, 2026. The Government invokes Revolutionary FAR Overhaul 6.103-1 (only one responsible source) as the sole-source authority, citing Boeing's exclusive designer, developer, and manufacturer status for the AH-64 platform, combined with the Government's lack of a complete production-level Technical Data Package and rights to proprietary data necessary to perform the work.

The effort spans 53 months and will be incorporated into existing contract W58RGZ-26-C-0002. Technical scope includes remanufacture of up to 12 Apache aircraft and management and mitigation of obsolescence for critical electronic components, including redesign and qualification efforts. Place of performance and specific performance metrics are not detailed in the notice.

This posting functions as both a sources-sought notice and a formal notice of intent to award sole-source. Despite the sole-source intent, ACC-RSA invites all responsible sources to submit capability statements—limited to ten pages—demonstrating ability to meet the stated requirements. The notice does not identify an incumbent, specify a total award value, or announce an industry day or additional engagement opportunity. No set-aside applies.

Notice text

This is a combined Sources Sought and Notice of Intent to award a sole-source contract, issued for the purposes of market research and to satisfy the synopsis requirements.

1.  The Army Contracting Command - Redstone Arsenal (ACC-RSA), on behalf of the Apache Attack Helicopter Project Management Office (Apache PMO), is conducting market research to identify parties having an interest in and the resources to support the procurement of up to twelve (12) Apache AH-64E aircraft. The Government intends to solicit and negotiate with only one source under the authority of Revolutionary FAR Overhaul (RFO) 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The intended source is The Boeing Company (CAGE: 8V613).

The requirement is for a new 53-month effort to be incorporated into contract number W58RGZ-26-C-0002 to provide up to (12) Apache AH-64E aircraft. This action includes all resources, material, and services necessary to produce, support, and provide up to 12 Apache AH-64E aircraft. The technical scope includes the remanufacture of up to 12 Apache aircraft, and management and mitigation of obsolescence for critical electronic components, including redesign and qualification efforts.

The AH-64E is the Army’s premier Attack Helicopter, and its production requires a highly specialized skill set and proprietary data. The Boeing Company is the sole designer, developer, manufacturer, and system integrator of the AH-64 Apache aircraft. The Government does not own a complete production-level Technical Data Package (TDP) or the rights to the proprietary data necessary to complete this procurement.

2. Submission of Capability Statements

Notwithstanding the Government's intent to award a sole-source contract, all responsible sources are encouraged to submit a capability statement demonstrating their ability to meet the requirements outlined above.

Interested parties must submit a capability statement that is no more than ten (10) pages in length. The capability statement should provide clear and convincing evidence that the respondent has the necessary technical expertise, proprietary data or data rights, facilities, and experience to manufacture, assemble, integrate, and support the AH-64E aircraft.

The capability statement should be submitted electronically to the following points of contact no later than the response date specified in this notice:

  • Contracting Officer: Jeffrey J. Decker, jeffrey.j.decker2.civ@army.mil
  • Contract Specialist: Viola N. Howard, viola.n.howard.civ@army.mil

3. Disclaimer

This is not a solicitation and does not constitute a Request for Proposal (RFP). Submission of a capability statement is voluntary, and the Government will not pay for any information or administrative costs incurred in response to this notice. The information provided will be used solely for market research purposes. A determination by the Government not to complete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
