About this opportunity

The Defense Logistics Agency Aviation (DLA Aviation) is conducting a combined Request for Information and Synopsis for a hydraulic motor with specific NSN and part numbers. The procurement aims to identify potential sources capable of supplying this critical aircraft component, with the primary objectives of performing market research, improving small business access to acquisition information, and enhancing competition. The solicitation is not a formal Request for Proposal, but interested parties are invited to submit capability statements or proposals by April 4, 2025. The contracting office is located at Hill Air Force Base in Utah, and the primary point of contact is Johnny Wakefield. The government is utilizing authority under 10 U.S.C. 2304(C)(1), indicating that the supplies are available from limited sources and no alternative types of supplies will satisfy agency requirements.

The procurement is not set aside for small businesses and has an estimated contract duration of 14 months after receipt of order. Two potential incumbent or related firms are mentioned: United Technologies Company and Eaton Aerospace LLC. The estimated contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) type, with specific part numbers including 161794-1, 571999, and 622000. Foreign participation is not permitted at the prime contractor level, and the government does not currently own the technical data rights for the part. The solicitation suggests that it would be uneconomical to purchase data rights or reverse engineer the part. Prospective offerors have 30 days from the notice date to identify their capability to satisfy the government's requirements with a commercial item, and the procurement is subject to Free Trade Agreements.
